4. Lord Kimberley when reviewing this subject, will perhaps say whether under the circumstances it may be permissible to give the present Licensees some notice of their losses. Their house property and fittings will probably be in any case very considerable; and as they have been employed by the Government, and have generally performed with fidelity the duties which they undertook, it seems desirable that care should be taken to give them reasonable ground for complaining of harsh or inequitable treatment. Compensation might be made to them even in money from the accumulated fund, supposing that compensation by notice be necessary at all, and that the sudden closing of the houses be judged advisable.

The latter is a point on which I have some doubts, because possibly such a step might for Police reasons come to impolitic results. I should therefore leave it to the Council therein, when
